Is this an HDTV with a digital tuner always need a converter?

I would like to know before buying a AHS a local shop for $ 150, but if she still need a converter box, I might as well buy an HD radio because it is a habit and it can run on batteries in an emergency! Maybe Ive seen a preview for 2012 too!
